Mission

PSEB's mission is to strengthen and promote the IT industry of Pakistan both locally and globally and to make Pakistan one of the preferred IT outsourcing destinations in the world.

Vision

A digitally skilled, self-sustaining workforce leading Pakistan’s growth in the global digital economy, driving innovation, and reducing unemployment through freelancing and entrepreneurship.

Aims & Objectives

Conduct research on Pakistan's ICT sector and propose strategies for sustainable growth in software, IT services, and hardware for export and domestic markets.

Study the IT laws and regulations of various competitor countries, and propose improvements and modifications in Pakistan's public policy for the IT industry.

Register IT companies in Pakistan, and propose and provide fiscal, regulatory, and corporate incentives and facilitation. Act as a bridge between private IT companies and various Government bodies.

Work with telecom regulators and operators to reduce broadband bandwidth tariffs/rates and improve quality to maintain international competitiveness.

Plan, develop and establish Software Technology Parks (STPs) and IT Parks in Pakistan.

Determine Pakistan's IT industry's human capital requirements, and work to address them in collaboration with other entities.

PSEB plans to launch a VC Fund for IT financing and advocates for industry interests on data protection, IP rights, Tariffs, and Taxation.

Develop IT companies' capability by assisting them in acquiring quality, security and other certifications.

Facilitate IT companies' growth by enabling access to equity and debt-financing and fostering an entrepreneurial culture.

Target the development of specialized fields, such as ERP for Small and Medium Enterprises (SMEs), and open source technologies, to create a snowball effect.

PSEB has leased 1.3 million square feet of IT-enabled space in Software Technology Parks nationwide, with plans for new IT Parks in the coming years.

To standardize and make IT and ITeS/BPO companies globally competitive, PSEB provides 70% to 80% subsidy on ISO and CMMI certifications.

Initiatives include Bootcamps, IT-Academia Bridge, Softskills training, international certifications, and internships.

PSEB was established as an apex body under the Ministry of IT & Telecom (MoITT) to promote Pakistan’s IT industry in both local and international markets.
During this period, PSEB introduced the first IT parks in major cities, including Islamabad and Lahore. This laid the groundwork for infrastructure that fostered tech growth
PSEB focused on developing a talent pipeline, launching initiatives aimed at improving tech skills across the country, and began collaborations with global tech bodies​.
Pakistan's IT sector saw a rapid increase in exports during this time, supported by PSEB’s push for international outreach and market access programs​( Ministry of Foreign Affairs)
PSEB drove the growth of tech parks and continued enhancing Pakistan's IT export capabilities. IT exports reached new heights, and more global partnerships were established​

PSEB launched initiatives to increase IT education, certifications, and collaboration with academia, while also adapting to emerging technologies like AI and blockchain

Pakistan’s IT industry is making extraordinary strides with our ICT exports surging by 28%, reaching US$ 1.86 billion in the first half of FY 2024-25, underscoring the growing global confidence in Pakistan’s technological prowess. We recently earned the prestigious title of “Tech Destination of the Year” at GITEX Global 2024, a testament to our incredible progress.

I am immensely proud to say that Pakistan is rapidly advancing toward a digitally empowere future, with the passing of the Digital Nation Pakistan Bill 2025, a landmark achievement in the country’s journey. We also became the first nation to implement the Digital FDI Initiative, further cementing our commitment to driving digital advancement. These milestones are a reflection of Pakistan’s unwavering dedication to becoming a global leader in digital innovation.

With more than 60% of our population under the age of 30, a growing IT workforce, and a steady stream of skilled IT graduates, Pakistan is well-positioned to lead in the tech sector. Our target of achieving US$ 15 billion in IT exports within the next five years highlights the immense potential of our digital economy.
