National Semiconductor HR Development Program (INSPIRE)

The National Semiconductor HR Development Program (NSHRDP) Phase‑I, branded as INSPIRE, is a landmark initiative of the Pakistan Software Export Board (PSEB) under the Ministry of IT & Telecom (MoITT). This program is designed to build a robust semiconductor talent pipeline that will position Pakistan competitively in the global semiconductor design ecosystem.
At the core of the program are Semiconductor Education & Research Clusters (SERCs), to be established across three regions. These clusters will modernize curricula, strengthen faculty development, and produce job‑ready graduates in chip design. Complementing this effort, Up‑Skilling Training Programs (USTPs) will provide practical, industry‑aligned training to already graduated engineers, covering foundation, specialized, and expert levels in semiconductor design and verification.
By nurturing a new generation of semiconductor engineers, INSPIRE strengthens Pakistan’s role in the global technology value chain and supports the growth of a fabless semiconductor design industry.
